You lock your doors, protect your passwords and monitor your financial accounts. But would you know if an unfamiliar document connected to your name or property were recorded in Fresno County? Fresno County property owners can register for a free early-warning service called the Property Owner's Protection Alert, commonly known as POPA. POPA cannot prevent deed fraud or determine whether a recorded document is legitimate, but it can notify registered owners when a document containing their name or Assessor's Parcel Number is recorded.
Fresno County POPA is a free notification service provided by the Fresno County Assessor-Recorder. Registered property owners receive an alert when a document containing their name or property's Assessor's Parcel Number, commonly called an APN, is recorded with Fresno County. The program is an additional monitoring tool. It does not block recordings, resolve ownership disputes or replace title insurance or legal advice.
Deed or title fraud generally involves forged, altered or unauthorized documents that create the appearance of a transfer or another interest in real property. An unfamiliar recording might involve a deed, lien or another document affecting the public property record, but a recorded document does not automatically mean fraud has occurred. Owners regularly authorize legitimate documents during a home sale, a refinance, an estate transfer, the creation or release of a lien, a trust or ownership change or another real estate transaction. The concern arises when a document is unexpected or was not authorized by the property owner.
After registering, an owner may receive an alert when identifying information connected to the registration appears in a newly recorded Fresno County document. The service monitors recordings connected to the registered property owner's name and the property's Assessor's Parcel Number. An alert is a reason to review the document; it is not confirmation that fraud has occurred. Fresno County introduced the program in October 2024 in response to broader concerns about real-property title fraud across the country.
POPA cannot prevent someone from attempting to record a fraudulent document, decide whether a document is valid or fraudulent, reverse or remove a document from the public record, resolve a dispute concerning ownership, replace title insurance, replace guidance from a qualified real estate attorney or detect every possible form of identity, mortgage or real estate fraud. The Fresno County Recorder maintains and preserves public records, but it does not determine private ownership disputes or provide personalized legal advice. Think of POPA as an alarm: it can notify you that something may require attention, but it cannot determine exactly what happened.
Enrollment is free. Before beginning, have your email address, the property owner's name and the property's Assessor's Parcel Number available. Your APN can generally be found on your Fresno County property-tax bill, and Fresno County also provides Assessor resources for locating property information. Register through the official Fresno County Recorder website. If you own more than one property, review the county's enrollment instructions carefully to ensure the appropriate information is registered for every property you want monitored.
An alert may be connected to a legitimate transaction, so review it carefully. Do not ignore the notification, and compare it with any recent sale, refinance, estate-planning decision, ownership change or lien activity you authorized. Obtain information about the recorded document, confirming the document type, recording date and parties involved. Protect your personal information and do not give sensitive information or payment to an unsolicited caller who claims they can immediately repair your title. Every Fresno County property owner may benefit from additional awareness, including owners in Fresno, Clovis and surrounding Central Valley communities. The service may be especially valuable for rental-property owners, real estate investors, owners who live away from the property, owners of vacant homes or land, seniors and their families, trustees and heirs, families handling inherited property and owners who do not regularly review county records. POPA should be one part of a broader property-protection routine. Review mortgage and property-tax statements, keep your mailing address current with the appropriate county offices, monitor vacant or rental properties consistently, verify the identity and credentials of people involved in a property transaction, be cautious with unsolicited ownership-transfer requests, never sign a property document you do not understand, consult a title professional or attorney before responding to an unfamiliar filing and review your public property records periodically. The California Department of Real Estate also recommends monitoring property records and registering for county deed-notification programs where available.
No single service can eliminate the possibility of property fraud, but a free county notification can reduce the amount of time between a document being recorded and the owner becoming aware of it. For Fresno County homeowners, landlords, investors and families, POPA is a simple precaution worth considering. Protecting a property begins with knowing when something changes.
